It has to be plugged in to turn it on/use it. There isn’t a battery to charge.

Is there a cordless version?

It is not. Definitely has a wire. I've got it about 7 feet up the wall though, and it reaches my surge protector just fine.

A Regular USB wall adapter like to charge phones.

I don't think so. The neon tubing seems to be under some sort of rubber covering.
