Q: is the measure cup a "rice cooker" size cup or a standard size cup?

It's a rice cooker sized cup (1 gō in volume, which in Japan is a customary rice portion for one person). It's 180 ml or almost exactly 3/4 of a 236-ml US cup.

Q: Will this seal tight enough to keep out pantry moths? I just found they had invaded the Tupperware where I stored my rice.

I do not have this product so I can't comment on how air tight t is, but... I had this problem a few years back and bought these traps from Amazon as well as putting as many items in air tight containers as possible, and that really worked. Q: Can I store this container in the freezer?

No. I would not recommend it. The canister is for storing dry goods. And the pouring spout is not sealable - the measuring cup just sits on top. There are other containers that are suitable for freezer - not this one.
