Hello, Only if you can separate the "offending movement" from the litter without too much litter getting flushed away.. Fresh news is a lot more disposable than many litters but can still cause a problem with drains!

Q: would this be ok as bedding for pet rats?

I think it would be a little hard under their feet for rats. I think wood shavings are best.
