I use the iron on tear away. Works great.

No this tears away from the stitching . It should be hooped and the item is either hooped too or it is stitched to the stabilizer

Q: Can this be hooped and satin stitched around the edges without tearing?

If the interior of the design is done and all you have left is the edge it should work fine. It will be separated pretty much by the time the satin edge is done stitching.
