No, this knife is not spring assisted. It's a manual folder with a liner lock. I have several assisted folders, and love them, but the rat 2 is still my favorite for EDC.

What kind of steel is it made of?

It is AUS-8 which is comparable to 440B steel. It has very good edge retention for the price and comes quite sharp.
