Q: Is this a replacement or does it go over the existing cowl panel

It is a replacement, but I wouldn't get it. Because it's 2 pieces, it doesn't line up well and I used double sided tape to have the middle stay together. Also, the rubber piece that lays on the windshield, it's short by at least 1/4 to a 1/2 inch. So when it's put together there's this gap. I just took the old one off the original and double sided tape that. It was a lil bit of a pain but so worth it. Will be buying a cowl that's just 1 piece soon.

Q: Are these lights crappy like ebay ones?

They are plastic and can definitely tell in the day time by how white they are no see through, but at night the look hella good !! trust me !! I’ll upload a shot of them

Q: Does this cowl fit Ford Escape 2006 hybrid model?

I used it on my sons 2003 mustang. I do not think it would fit the 2006 ford escape.
