Would this attach a suitcase to the side of a stroller to walk through the airport?

Yes I use them to attach my backpack to my suitcase for the airport. I am in the air 4 times a week and the straps has made the airport dash much easier.

would it work for 2 hard shell luggage? or will just slide?

2 straps to an order. I ordered black. If you chose the multi color option, they randomly pick 2 colors & it’s about $4 more

Can you maneuver ok without spinner wheels?

My luggage doesn't have spinner wheels, and I have had no problems maneuvering. I think the size of the bags and their weight would be more concerning than spinner wheels.
