I've never done a repair like this before. Is it necessary to sand down the rust first?

I don't know if it's necessary but I cleaned the area with Lime Away 1st to remove any rust or mineral deposit on the metal dishwasher rack.

Will this product work to reattach a prong ?

Ours was almost rusted thru and product cover spot. It was very thick but easy to applie. Did not look good but did the job

Does this cover and surround large areas up to 1 inch long?

This is applied with a brush so it should cover an inch with no problem. I would apply it in a well ventilated area. I put two coats on and it seems to be holding up.

Is this good for freezer racks also?

It should work on a freezer rack. I used on a dish washer rack and it has performed really well.
