I did a quick test and I got 5 top loaders to fit snuggly into one team bag.

can i fit packs of pokemon?

Yes, packs of Pokémon cards should be able to fit no problem.

Are these a good fit for card savers?

Yes, these fit top loaders with no problems. However if they are wider then a top loader probably not

Are these good for shipping small trading cards such as Yugioh cards?

You can use them in combination with top loaders for best results, if you use them alone and just place the loose card ( yu-gi-oh ) inside there's a lot of room for it to move around. What I do is place a Pokemon card inside a soft sleeve and a top loader, I then use the team bag to seal it up and ship, you can place a couple inside one bag but don't over do it.
