Would depend on the seller but almost every seller I've bought from the card has come in a sleeve. Every full art I've ever bought has come in a sleeve and I've purchased a lot

Q: Is this card bumpy like the other full art cards

It does have some texture to it. I honestly don't know anything about Pokémon cards. My grandson just wants certain ones for Xmas. I hope this helps a little.
