Q: Do you fill the ice packs with water or are they full of some kind of gel?

Our Flexifreeze ice is 100% pure water.

Q: What are the dimensions of the mini?

I think the only size is 23” x 18”. You combine them for larger dogs. I use it at dog shows in my dogs crate. I don’t cover the whole area of his crate so that he has a choice of cool or not cool.

Q: Is there a refill for the mini size pad?

Yes, you can buy extra refills. I did that so I always had a cold one in the freezer.
