Not with the sticky tape unless you want to remove the drywall layer when peeling it. It does however, have two holes you can screw to any surface. Screws do not come with it.

is this compatible with quad lock cases?

Rokform and Quad-lock are not interchangeable.

When locked in place, can it be vertical AND horizontal or just horizontal?

Any one of (4) positions (90 degrees), so vertical (up or down) and horizontal (either side).
