Is it long lasting used on hand for events for re-entry? Does it wash off the 1st time washing hands w/soap?

I use these on papers. not hands so I can't be sure BUT it seems unlikely that it would last on skin. If you need it to last on skin, I would use sharpie.

Is this stamper refillable for the ink?

Mine comes with a pad to refill.
