I feel that they run true to size. I got 2t-3t for my little one and she's petite only weighs 28lbs and 3 years old. After buying them I felt I should have bought a size bigger just so they would fit her longer but that's my fault.

I don't think there is a difference. The size chart for size 8 says 23" waist, 50-67 pounds.
