Q: I have used previously continental ultra sport ii 23-622 (700x23c). can i replace with these tyre?this tyre is 28 inch, would this be a problem?

Good on dry surface! Just be careful on wet surface! In general I like it

For wet no debries roads these should work fine. There are Continental Contact Plus for more robustness too.

Q: Is 23 the minimum width it will fit, or will it fit an 18?

They are wired rimmed and to be honest, I struggle getting them on to my 23c wheels. Maybe check the manufacturer website for size ranges. Unless it specifically states 18, I wouldn't risk it.
