Q: If inkjet printers are used, how is the ink waterproof? Is there a clear layer applied to the top?

The paper doesn’t have a clear layer on top. I recommend waiting until the ink dries after printing. I tested a print out first then ran the paper under some water but it is waterproof.

Q: Do i need any other tools if i buy this? i.e., can i handcut it?

Pretty sure it can be hand cut. It's not that thick.

Q: Can this be used for car decals and maintain its color if coated with clear spray paint as suggested in some of the other answers ?

I only used them on cups and the color washes out after a while. Not sure if the clear coat will help with everyday weather.
