They work great, smell fine. I don't think you will be disappointed

Q: What is the maximum weight these pads can support?

Not sure as to maximum weight. Used these under an 80 gallon 7 hp compressor for the last year and they've held up well. Compressor weighs somewhere around 450 lbs.

Q: On a flat concrete foundation (garage), will the pads need to be anchored to the concrete to keep the compressor from moving (220 pounds, 3HP)?

Not in my opinion. Use a 1-1/2” fortsner bit to countersink a 3/8” fender washer to a depth of 1/2”, use a 3/8” or 7/16” bolt (threads up) to affix the pad to the compressor foot with a nylok nut. Clamp pad while drilling, go slowly.
