Q: Does it have a fan only option to use in the summer months as well?

No if u turn the temp down to 43 it will shut off. If u use a higher setting it will run the fan only but only for a short time and then shut off.

Q: Does it have 3 prong plug end

No it does not. There is no ground plug. Two prongs only.

Q: His this tip free.? And can I set the tempature to a degree where it turns and off based of the temp I want ?

The temperature always turn back the temperature in the room, (sample: in the room at 68 degree when you turn on the heater you see 68 ), you need set up the temperature you want and it heat up on the temperature you want but it not show exactly the number you set up
