What size should I buy for a bichon frise? She's about 10 pounds and I'm not sure if I should get a Small or XSmall. Thanks!

Most of the other life jackets for dogs that I read the reviews, specifically state that they won't keep the dog's head above water and that they raise the back end of the dog while lowering the head into the water. Does this life jacket keep the dog's head above water, or does it force it down into the water?
