Q: Does this come with clips ? Trying to figure out if doing the install is worth it on our 99 TJ or just stay with our basic radio .

Mine came with the clips. I really like it a lot better than the single din radio that I had in my 99 TJ.

Q: Will this fit a 7 inch screen head unit

It will most likely take some modification to make it work, but it should work. Using a file I took a little off the top and bottom measuring as I went until my Kenwood - DNX576S fit nice and snug. The stereo head unit should be secured by a dash install kit.
