The answer is yes for both questions.

Q: Should I remove the screw sticker after assembly or is it okay to leave on?

You can remove it. It doesn't interfer with the way the heat sink works.

Q: Is this sink compatable with intel server board s2600stq / intel xeon 6130 lga3647?

No it is not compatible. There are two styles of heatsink mounting for the LGA3647. Narrow and Square. The Intel S2600ST mother boards are square. Recommend looking at the Dynatron B13 for the Intel S2600STQ. https://www.amazon.com/Dynatron-FCLGA3647-Socket-Active-Cooler/dp/B0771D99WP
