Ok I've always been biased
I have always liked Arctic fans and they have been my go to brand as I can't find many with better performance and none of those even close to the value Arctic supply. So when I wanted to add 2 silent fans to a new build, back I came to Arctic. They are basic black with no LEDs or extras, so if you want to pimp out your case this won't be for you.For me I wanted trusted brand, decent price and low volume. While reliability I can't judge yet, I'm willing to give the benefit of the doubt to Arctic as others from them that I have put in cases over the last 10+ years are still doing the job today, so trusted brand this is. Price, as usual, was good. As to volume, I'm happy as I have to get my ear within 25cm with no other noise to start hearing them under normal usage. And still with decent air flow.So as it stands, once again Arctic tick all the boxes for me and I'm once again a happy customer. I just wish everything I purchased matched Arctic for high quality at a decent price point.

One of the best fans
Work great, at lower RPMs nearly silent

For the money and performance it's UNBEATABLE
Daisy chain connection up to 5 fans from a single fan connector it's super duper helpful for a neat appereance and best in class cable management. No rgb non-sense with these fan, but has the PWM which when it's set right, you can get a really good cooling vs noise ratio which can rival Fractal Design, Noise Blocker or BeQuiet fans.Up to 50% it's nearly dead silent, around 60-65% it's audible and beyond that it's becoming noisy, but it's well worth it as you can get really good cooling and noise for nearly half the price or more compared to anything else on the market right now. So a really good choice as long as you do some custom fan curve settings, otherwise out of the box it's noisy, but still in the same league with the big boys. It does reminds me of the Noctua NF-A14 Fans when I comes to the noise.Really this is a no brainer choice, go get it as soon as you can find it. I got the 5 Fan pack for 32£ really good deal, extremely happy with them.

Good cheap case fans.
Got a pair of these to improve my PC's cooling right before a heatwave as it had been overheating and shutting down. They installed decently easily and were more effective than I expected for the price. They are a bit on the loud side when they get up to speed but I personally don't mind.

Great fans
Very solid fans. Easy to clean and install. Great airflow and fits well in my case. A nice little upgrade from the basic fans I was using. Great to have spares too just in case something does go wrong. Great buy and I would recommend for those wanting to improve airflow in their system for an affordable price.

Unbeatable price to performance ratio
Amazing price to perfomance ratio and really quiet. The ability to daisy chain multiple of them off a single PWM connector is also extremely helpful for cable management and setting up fan "zones" - you can easily wire up all exhaust or intake fans to a single connector and control all of them at once.

A quality budget option
First thing to say is that you'll be hard to pressed to find a more budget friendly alternative that performs this well. The 5-pack, if you can get them, are fantastic value. Stand-alone their value slightly diminishes, especially if the prices are raised. The truth is though that they perform well as case fans and as radiator fans. Quality wise they are middle of the road; they are well designed but the materials used can feel a little cheap. I have had one one that arrived with a broken fan blade as the material is so brittle. Also be careful using these with the Phanteks HALO RGB covers, i had one where the fan was spinning slightly off center and the fan blades clipped the back of the HALO.Arctic support is good, although that experience is based on other products.Better than most? Yes. Better than Noctua? Performance wise when comparing 140mm fans - yes

Possibly one of the best fans in this price range
In computing , we are often swamped by well known Youtube reviewers often raving on about GAS and the most expensive or RGB laden products ever to fit in your computer case. ARCTIC P14 PWM is none of that, what it is... is exactly what you get. A great product for a great price and it does what a fan should do...cooling and it does this superb. I recently removed my stock 4 Corsair fans from my H100x and installed 2 x ARCTIC P14 PWM as the push, the cooling differences was a massive 4 degrees lower from the stock fans, by forcing the air through the radiator. The focused pressure optimisation air-stream of these P series fans, running at the intended 1700 rpm really do an excellent job. The added bonus, my GTX 1060 hardly ever has its fans running at load, the constant extra air sweeping over the internals of my computer is kept cool, it like aircon for the PC.I have used many fans over a lifetime and I cannot recommend these enough. I would hope they improve on these design over time, I love these plain as they are but a ring LED version (like the Thermaltake Riiing 14) would set these off as a product line.
