Q: can they be cut to fit?

Although I have never tried it, after checking it out IMOHO, yes, they can be cut to fit but also IMOHO, such cutting my reduce the effectiveness of the mats which are sealed against moisture. They are so inexpensive though losing one would be no big deal. Just buy another one. Oh but don't try and use them in a deep freeze freezer. They stick and tear when you try removing them. They freeze instantly to the insides!

Q: I have an no defrost freezer, but frost builds up in zip lock bags of chilli that I store in freezer. Do these mats prevent frost build up in food?

Frost in bagged foods is caused by air sealed inside. For chili, spaghetti sauce, hamburger, etc containing liquids, I lay bags flat and spread the contents around to eliminate air pockets. Food should never be left to cool at room temp (although of course we all do it). Immediately putting food in fridge or freezer is based on a basic law of physics: heated or hot things chill/freeze faster because their molecules move really fast due to higher temperature. It's the same principle observed when warm water in ice cube trays freeze the fastest.

Q: The frost in my freezer only builds up on the back wall..will placing these on the shelves and bottom of freezer keep that frost away?

No it will only keep frost from building up on shelves that liner is place on

Q: can they be cut to fit?

No! They have a seam all around them with some sort of filler in the center. I imagine that by cutting it you will lose the integrity of the mat.
