Yes. Nuts and bolts are included.

Q: Is this compatible with thule wingbar evo load bars?

I don’t think so and im not happy with the product I would not buy it

Q: Will this fit a fat tire bike that has a wider fork?

The front holder is for an old school QR axle. So I don’t think it will fit a wider fork. It’s to small for my Rockshox 35 which has a 15x110 front axle mount. The back velcro strap is plenty long enough for fat tires.
