Where are the holes for the screws to mount on the wall?

The mounting holes are the holes that you put the little rubber grips into that would be used if setting on a counter.

Could i mount this under a cabinet (upside down) for bbq foil?

If you're mounting this on a wall, the blade has to face up. If you're mounting it directly under a cabinet, you will not be able to pull the paper out and use the cutter.
