Does the tape come with both the griping and the fluffy parts?

No, one side of the tape is grippng the other side is fluffy such that you can use a length of this tape to wrap around your coiled up laptop power cord or an unruly bunch of cables at your desk. Other velcro tapes have adhesive on one side of the tape and fluffy or gripping on the other side, this is not that kind. This is the reason for the phrase "self gripping".
