It will take dry dust off a seat. It does not have any liquid. I it is not designed for liquids. I think it could be dangerous if used wet.

Is this useful in getting up dog hair?

Yes. We have a big dog and he sheds a lot. Works well.

Is it good for picking up sand?

It will indeed, but be sensible and spread the sand out, rather than sticking hoover in the middle of a mass pile..
