I am not sure but I don’t think so? One side is like a foil material . I’d think if the foil side got wet you can easily wipe it off. The other side is kinda like a canvas material... so wetness less able to just wipe off... I hope that kinda helps.

Would this work on top of a blanket to keep dogs out of the bed at night?

Certainly. We use ours on our couches, but as long as it can be spread out it will work. That crinkly noise is a great deterrent.

This mat is manufactured with 2 layers and a finished seam on the edges. Therefore, no it cannot be cut into several pieces or the layers will fall apart and lose their functionality.

does it keep your cat off the bed, one of my cat has pucking probs sometimes the eats plastic?

Yes it keeps my cat off my bed and I have used it for months. Cats don't like the crinkling sound it makes. Same affect as using tinfoil to keep cats off of things. It works for me and my cat.
