Yes, the bottle comes with a plastic seal. It's a liquid just like Windex. Bottle says it kills 99.9% of bacteria and viruses.

Yes. To Clean: Use full strength or dilute ¼ cup (2 fl. oz.) per gallon of warm water. Apply to surface until thoroughly wet. Wipe with a clean cloth, sponge, or mop. When using full strength, rinse thoroughly with clean water.

How much should I use in a 32oz spray bottle?

You don't dilute it at all. It's a refill bottle. F.Y.I. check the disinfectant times on all the different Lysol products and they all differ. I just recently checked and was very surprised.

Can I use this on polished granite counters?

NOOOO! You want to use a cleaner that is specifically designed for granite. This will protect and not wear down your finish and keep them nice and shiny.
