I need it to slide on a 3 inch thick shelve is it adjustable?

For fitting the cabinet shelf to hang on. how many inches thick can it fit? my shelf is 2in thick.

That might be a little too much. I'd say 1.5in max

I don’t see why not, they are metal.

Can the basket be completely pulled out?

Yes. There are two set screws that keep it from coming out but if you take those out you can remove the basket.
