Q: does this glue fabric to plastic?

As long as the fabric will not be washable, this would work. The glue is not waterproof. We recommend testing the product on a like-material sample swatch prior to starting your project to ensure the results meet your needs and expectations. Q: Will this show through a sheer blue lace?

I have used on fabric,felt, geramic, etc and it always dries nice and clear. Do a test patch first to see if you get good results. This is my favorite glue.

Q: Does it work well for mirror mosaic crafts

I would say yes. This is the best glue I have ever used on projects of all kinds. It is tacky within a few minutes and dries fast and dries clear. I have used this product since the 70tys. I do not do mosaics but I have glued glass onto things and even porcelian broken figures etc.
