Can this fill be put on the outdide of the toilet?

I assume that you could, but since the condensation forms on the outside of the tank I think it wouldn’t stick for long, it would also look super unattractive. It’s a relatively simple install inside the tank, and it works wonders ! I have underground spring fed water that is super frigid and there were puddles of condensation on my floor constantly. This ( installed inside of tank) has stopped it completely!

I wonder, does this affect the flushing ability for 1.28 gallon toilets?

No. It’s not thick enough to displace enough water to affect flushing capability.

Should this be applied on the bottom of the tank also?

I applied it to every surface I could reach. You'll also want to be sure the tank is VERY dry...I set a floor fan up to dry out the tank. You will also want to buy some "industrial" double-sided tape (VHB: Very High Bond). The adhesive on the foam isn't that good.

How long does the tank have to dry before applying liner

We just emptied the tank and dried with a towel and applied.
