No it doesn't. Neither NSA/ANSI 42 or 53 standard removes estrogen (this filter is certified for both), you would need a filter that is NSF/ANSI 401 certified; as far as I can find there is no filter for the Samsung (or any other refrigerator) with that certification, you would need a separate filtration solution for your entire water supply. As per the manual, you need to run a bunch of water through the filter to clear charcoal sentiment. The exact procedure I follow is:1. Turn off ice maker (to prevent water from running into it)2. Change water filter. It is not necessary to turn water off first, but be careful as there will be water in the filter you remove.3. With a pitcher collect water from the door until the water is clear and appears drinkable (maybe 2-3 gallons typically).4. Turn ice maker back on.5. Reset water filter light.

my current filter says haf-sin/xme and da29-00020a/b. is this a compatible replacement?

Yes! My filter says the same thing. I went to lowe's and asked about it, they said its the same exact filter they just changed the last letter just to update it. But, yes, it is compatible.

Do you have to turn the water off to change the filter?

I just had to clean up over 1" of water all over my kitchen floor because I turned the water filter left to loosen it, but the endcap broke off in the fridge, still screwed in, and sprayed water like a hose all over the kitchen. It was the original water filter, installed by the manufacturer. This is the second major issue I have had and the fridge is not even 1 year old. My advise, shut off the h20!

Removes the chlorine taste from the city water

Works as it should. Quick and easy to change. Filter quality is good as it's able to remove the taste of city water from my ice cubes. We only have to change them about every 6-months. But that is because we only have an ice maker in the fridge and not drinking water. It would probably have to be changed more often if we did.
