Are they water proof?

If you spilt water on them they could be wiped but I think that’s about it really! I wouldn’t advise getting them too wet.

Could you laminate these cards for the garden?

I don't think so, and not sure you would need to. They come with a thin layer of laminate already - it's not a thick laminate but I've had a set for several years now, and no wear is showing. The problem with putting them through a laminator is that the plastic coating that is already on them would heat up and then probably melt, and it all go a bit horribly wrong!
