Is hoop hard to move with the gel inside base?

Same as if it was just water. So depends if you have ever moved a hoop with water before. In my opinion no.

Will this work in the base of a punching bag, like a wave master?

It should. I would check to see that the wave master base take the same amount of water a basketball base. if its more then you might need 2 bags base gel.

What do you if you followed exact instructions and the product did not gel?

It take 24 hours to fully Gel but usually begains to take forms pretty fast. If it didn't get add half of a second bag
