Hand brakes on the handle bars. Left handle bar for front tire and right handle bar for back tire.

Is it easy to pedal with ojt power on?

Yes, I pedal with power on and off. Usually on a flat stretch, I pedal and turn power off. I have also attached a child carrier to the back of it and don't have any issues.

what is the dimension from chest to handle bars for a 5 foot 3 inch tall person?

I would say that would depend on the person's size and possibly the step over vs step thru version, but I am 5'2" and handle bar distance is perfectly comfortable. I have a step thru and my husband has the step over version. Very happy with these bikes, btw.
