Is this shiny in both sides,?

No, only one side. When using you have to have the foil side up, then put through Minc machine.

Does it work on vellum paper?

I’ve used it on vellum and had good results. My advice is ensure the piece of foil isn’t to large or you will have colour where you don’t want it, using a rubber can remove the foil but be gentle.

Can I use an iron to transfer the foil?

Wouldn’t think so. If you don’t have a foiling machine you would be better off using foil that sticks to glue. There are many out there.
