The package includes two running boards, all brackets and hardware.

are they supposed to slide under the car a little? I have a 2018 grand cherokee altitude and they sit up against the vehicle but not under.

I put set on my wife's 2015 Grand Cherokee Limited, they are a little wider that I wanted, the inside of the board is about even with the bottom of the rocker with them adjusted all the way in. They are an excellent step and the wife likes them. The rubber tucks under the rocker to hide the gap. They are nice boards, just a little wide for my taste.

Does the all black tac 6" running board fit the 2019 jeep grand cherokee high altitude?

It says right in the description: (Exclude: Limited X, High Altitude, SRT&Trackhawk). So the answer is NO.
