Can you put this together so the drawers are on the right and the cabinet on the left (opposite)?

No you can not. It comes prefab with the slides for the drawers on the left and the shelves on the right.

I see this unit is m1 mdf in white finish. can the material be easily repainted another color? if so, what sort of surface prep would be needed?

While not an expert, I believe the surface can be painted with minimal sandpapering. The drawers fit quite well and I would caution against painting the edges which may make them "sticky".
