Q: can this be hooked to city water

Yes, you can connect pump to tap by hose for water inlet, then another hose for outlet irrigation or other application. You need to turn off the pump when you close the tap

Q: I have great water pressure from my outside bib but lousy water flow due to pipe configurations. Will this increase the water flow when attached?

I'm no expert but this pump only works while the water is free flowing, it is not ment to add pressure to an existing system and will cut out if the water flow is shut off. You need a pump with a pressure switch and a bladder tank in order to add pressure to an existing system. WARNING! adding pressure to a existing system can result in leaks.
