Yes; the oil can be used after shower, the same way you use a hair serum.

Does this product come with a safety seal? I take it that 12/2022 is the exp date?

Yes. The supplier to Amazon sent a product that was past the expiration date. I honestly don't recall whether it had a safety seal. I threw it out because of the bad smell and odd consistency.

Does this help with hair growth?

I purchased it because I'd seen claims of improved hair growth and glossier hair, but I never used it, so I can't say.
