can i use it for new headlight clear cover ( the outer yellow one to replace with new ) ?

I would say yes. I used for to glue a section of my car's bodykit. Its still works perfectly after 2 years. Good stuff!

Can you use sandpaper on it and paint it

You can paint it, but it's not a sandable surface. It has a rubber texture to it when it dries, which obviously can't be sanded smooth. You want to smooth it out before it dries.

can this be used as metal to metal panel adhesive for auto body repairs?

I wouldn't use this product for this type of repair. Tack or spot weld metal. Then use seam sealer. Primer with weld able primer then spot weld. This product is great for adding spoilers and ground effects.
