Q: are sizes in cm or inches?

I have had it for awhile but I think it was inches. Great vest! Excellent quality.

Q: I have a 85lb shepherd mix. Will the large fit or ahould I try a brand with larger sizes?

I bought a large for our small - ish golden retriever mix. I'd say he is around 60 lbs. I don't think it would fit an 85 lb dog

Q: My dogs neck is 14 inches, her chest is 22 inches and her length is 16 inches. What size would I get her?

You might want to get the Large size. I purchased one for my Lab, which was about your size at the time. He is even larger now. Large was way too small. I gave it to my nephews little dog. I purchased a much better one from Chewy.
