Q: The black portion of the shock absorbing lanyard is enclosed in a heavy vinyl/plastic wrap. Is this supposed to be removed? No instructions on this.

If you're talking about the black rectangular portion that connects to the D ring on the back and then to the lanyard I believe the answer is no. I used shock absorbing lanyards on fall protection equipment working large industrial jobs. They always looked like an intact unit. I'd still recommend searching for it on line.
