Is the rosebud salve meant to be used on lips as well?

I've used this on my lips, on my cuticles, on dry spots on my body. It is a multi-purpose balm (the original). The minted rose and strawberry one, I use that for lips only.

Is it the same product that is also sold in the tins?

Yes, same product just in a tube. I think the tin only has one flavor though.
