Will this fit onto an outside tap ?

It does not screw on but if you have the push fit end then yes

Does it fit all type of hoses with similar fittings

No- the fitting is poor and any pressure causes the hozelock female connector to pull away meaning no water flows through. My advice don’t buy this to use with hozelock

Will this fit a hose to a power washer?

Yes if it has a standard fitting for a garden hose. Most do and it fits my pressure washer
