You have to buy the bulbs separately unfortunately

can these be wired to a 12v (solar powered) circuit?

If you can find GU10 bulbs rated at 12v DC then of course you can. They are, however, rated to take bulbs up to 230v AC. Therefore, quite safe at the lower voltage.
