Do these stretch back or do they stay loose?

Kind of both lol. They are Nylon so think of knee highs or tights - they shrink back but after prolonged use they will stretch out.

how many is included? the description says 50 is what we get, but the heading says 200. which is it please?

How far can this stretch?

18.5 inches. I use them for the ear loops on face masks that I sew. I use one headband cut in half per mask.
