Q: I am looking to use this on a wall to stop the heat rising between the fire to a TV above. Does this stay cool to the touch, is it solid?

Heat will always rise, you can only deflect it or insulate items from the rising heat. Silicate board should do both and perhaps a heat resistant sealant as well.

Q: Would this be suitable for lining a 10kg forge?

I would use fire bricks for a forge, it's okie for a pizza oven or something similar

Q: I intend to use it for internal lining for oil boiler, can I cut a5mm groove in it

Yes. Just mark up your grove. Shape a piece of wood to the dimensions of the grove and wrap a fine sandpaper over the wood to make the grove. Wear a mask for the fine dust
