Yes, it is a vinyl sheet with paper backing. U can cut it with an exacto knife, scissors, or anything else that will cut thick paper. It is a nice vinyl and is a beautiful purple. I have worked with car vinyl a few times and this seems to be a little heavier than others I purchased. It is good stock.
